HKJK AD 2.21 NOISE ABATEMENT PROCEDURES
1. To eliminate complaints of noise nuisance, particularly at night, from those residents living in the suburbs of Nairobi, the following instructions will be incorporated in ATC clearances to high performance aircraft whose track necessitates a climb out over the built-up area of Nairobi:-
  1. Take-off Runway 24:-
    1. Left turn after take-off set course over the NAVEX DVOR or;
  2.  Take-off Runway 06:-
    1. Climb straight ahead to FL100 QNH before commencing a left hand turn. Standard Instrument Departure routes incorporate these noise abatement procedures.

2 Aerobatic Flights

Pilots operating from Wilson Aerodrome may carry out aerobatics directly over aerodrome. Aerobatic Flights, which are subject to prior clearance by Nairobi Approach through Wilson Tower, must be carried out within 3000 metres of the centre of Wilson Aerodrome and not below a height of 2000 feet AAL. Only one aircraft will be permitted to carry out aerobatics at one time and must carry serviceable transponder and two way R/T equipment in order to maintain communication with Wilson Tower. Aircraft on aerobatic flights are subject to recall at any time at the request of Nairobi Approach or Wilson Tower.

Normally, aircraft will be vectored and  sequenced  to the appropriate final approach track, so as to ensure an expeditious flow of traffic. Radar vectors and flight levels/altitudes will be issued, as required, for spacing and separating the aircraft so that correct landing intervals are maintained, taking  into account aircraft characteristics.
Radar vectoring charts are not published since the instrument approach procedures and altitudes ensure that adequate terrain clearance exists at all times until the point where the pilot will resume navigation on final approach or in the  circuit.  (Ref AD 2 HKJK-41 Radar minimum terrain clearance chart)

2.4.2 Surveillance radar approaches

Surveillance radar approaches will be carried out for RWYs 24, and 06, as step down commencing descent from 10 NM at an altitude of 8600 FT. Surveillance radar final approaches will be terminated at 3 NM from touchdown. At each nautical mile and until 3 NM from touchdown, the pilot will be given the pre-computed check altitude so that the nominal glide path can be maintained. Missed approach procedures to be followed in the absence of other ATS instructions are as detailed on the Instrument Approach Charts.

2.5 Communication failure

In the event of communication failure, the pilot shall act in accordance with the communication failure procedures in ICAO Annex 2. For the Nairobi TMA, information concernng the associated navigation aids and the routing given on page ENR1.1-21 Para 1.10.

2.6 Procedures for VFR flights within Nairobi TMA

Provided traffic conditions so permit, ATC clearance for VFR flights will be given under the conditions described below:
  1. A flight plan requesting ATC clearance, containing items 7 to 18 and indicating the purpose of the flight, shall be submitted.
  2. ATC clearance shall be obtained immediately before the aircraft enters the area concerned.
  3. Position reports shall be submitted in accordance with 3.6.3 of ICAO Annex 2.
  4. Deviation from the ATC clearance may only be made when prior permission has been obtained.
  5. The flight shall be conducted with vertical visual reference to the ground unless the  flight can be conducted in accordance with the Instrument Flight Rules.
  6. Two-way radio communication shall be maintained on the frequency prescribed. Information about the appropriate frequency can be obtained from Nairobi Flight Information Centre.
  7. The pilot-in-command shall be the holder of an International VHF Licence.
  8. The aircraft shall be equipped with SSR transponder with 4096 Codes in Mode A/3. Flights performed in connection with parachute jumping shall, in addition, be equipped with Mode C with automatic transmission of pressure altitude information (Ref. ICAO Annex 10, Volume I). Exemption from this requirement may be granted by Nairobi Control.

Note.— ATC clearance is intended only to provide separation between IFR and VFR flights.

2.7 Procedures for VFR flights within Nairobi CTR

  1. Flight plan shall be filed for the flight concerned.
  2. ATC clearance shall be obtained from the Control Tower.
  3. Deviation from ATC clearance may only be made when prior permission has been  obtained.
  4. The flight shall be conducted with vertical visual reference to the ground.
  5. Two-way radio communication shall be established on the frequency prescribed before flight takes place in the Control Zone.

2.8 Visual approach

All visual approaches to right base RWY 06 shall be conducted such that the aircraft position is not less than 1.5 NM from threshold RWY 06 to avoid overflying the fuel tanks.
